CMake: Adjust warnings with MSVC and clang-cl

Browse Source 
When using clang-cl, avoid the long list of warning options used with
GCC and Clang because, for MSVC compatibility, clang-cl's -Wall behaves
like -Weverything.

Add warning options for MSVC. Use them with clang-cl too.
