Add SPDX license identifiers to files under tests/ossfuzz

Tests: Add fuzz_encode_stream ossfuzz target. This fuzz target handles .xz stream encoding. The first byte of input is used to dynamically set the preset level in order to increase the fuzz coverage of complex critical code paths.
