feat(ipcohort-contains): add --format pretty|tsv|csv|json ...

Auto-detects format when --format is empty: pretty when stdout is a TTY,
tsv when piped/redirected. JSON emits an array of {ip, found} objects;
CSV adds an 'ip,status' header row.
