chore: wire new modules into go.work and root .gitignore

Browse Source 
Adds gitshallow, httpcache, geoip, ipcohort, sync/dataset, formmailer,
check-ip, and form2mail to the workspace. Ignores per-cmd built binaries
that we don't want sneaking into commits.
